2025 White Paper Highlights Vital Role of Small and Medium Enterprises in Taiwan's Economy

On December 26, 2025, the Ministry of Economic Affairs held a press conference to release the 2025 White Paper on Small and Medium Enterprises in Taiwan. The White Paper provides a comprehensive analysis of the current operations and developmental trends of small and medium-sized enterprises, examining the core challenges they face within the current international economic and trade landscape.
In 2024, Taiwan's small and medium-sized enterprise sector showed steady growth, continuing to play a pivotal role in national economic stability. The country's more than 1.715 million small and medium-sized enterprises accounted for over 98 percent of all enterprises and employed approximately 9.194 million people, representing nearly 80 percent of total employment. Furthermore, these enterprises generated over NT$31 trillion in sales, representing more than 50 percent of all business revenue. Benefiting from a robust domestic market, domestic sales exceeded NT$27.8 trillion, a growth rate of 8.32 percent-the strongest performance in this category. These figures underscore the role of small and medium-sized enterprises as a vital pillar of Taiwan's economic development and social stability.
