Responsible procurement is the most pragmatic sustainability strategy. To help enterprises implement ESG and support social innovation and startup teams, the Ministry of Economic Affairs has promoted the Buying Power Social Innovation and Startup Procurement Incentive Program, which to date has achieved an impressive cumulative procurement value of NT$11.8 billion. On December 12, 2025, the Small and Medium Enterprise and Startup Administration of the Ministry of Economic Affairs hosted an awards ceremony and thematic exhibition at Huashan 1914 Creative Park in Taipei, marking a significant milestone in innovative responsible procurement and showcasing how social innovation and startup technologies can become driving forces for sustainable development.

Social innovation procurement features special awards that encourage sustainable models combining economic growth with social progress, supporting in-depth collaboration between organizations and social innovation groups to spark diverse approaches such as supply chain innovation, channel partnerships, sustainable project collaboration, investment and financing, and public relations and marketing. Startup procurement, meanwhile, allows the government to become a startup's first customer by providing its initial order to help validate product feasibility, enabling promising startups to establish a foothold in the market and accelerate the expansion of domestic and international business opportunities. Key focus areas include smart healthcare, green technology, educational innovation, and urban governance.
